Creative Goods and Cultural Markets

The functions of the Division of Creative Goods and Cultural Markets include:

   Promoting initiatives in the area of shows and public entertainment;

   Creating cultural markets to foster the dissemination and enjoyment of cultural goods at local and international levels;

   Developing the professional skills of cultural and arts promoters and practitioners;

   Establishing public–private partnerships for the management and economic valorisation of cultural and creative goods;

   Promoting festivals, fairs, and exhibitions of creative products and services, as well as cultural expressions.

Audiovisual and Cinema

The functions of the Division of Audiovisual and Cinema include:

   Ensuring the conservation, preservation, and access to the national audiovisual and cinematographic heritage, or that existing in Mozambique;

   Encouraging domestic and international production and co-production of audiovisual and cinematographic works;

   Establishing mechanisms to promote investment by national entrepreneurs in the audiovisual and cinema sector;

   Promoting the creation, production, distribution, exhibition, and dissemination of audiovisual and cinematographic works, products, and services.

Registration, Licensing and Copyright

The functions of the Division of Registration, Licensing and Copyright include:

   Ensuring the registration of all creations within the scope of Copyright and Related Rights;

   Managing the licensing and authorisation process for activities within the creative industries;

   Regulating specific activities related to the audiovisual and cinema sector;

   Ensuring and coordinating the protection and promotion of copyright and related rights;

   Advising INICC, IP’s participation in working groups, bodies, or other local, national, regional, and international fora on matters related to copyright and related rights;

   Proposing standard clauses to be adopted in literary and phonographic publishing contracts;

   Supporting publishers, artistic agencies, and societies whose purpose is to protect their members’ copyright interests in all relevant aspects;

   Ensuring compliance with the country’s obligations regarding intellectual property;

   Monitoring creative activity in coordination with other competent entities.

Studies, Planning and Institutional Development

The functions of the Division of Studies, Planning and Institutional Development include:

   Mapping and disseminating the artistic and cultural potential;

   Designing and implementing national programmes for registering stakeholders in Mozambique’s cultural and creative industries;

   Studying and adopting measures aimed at increasing and improving cultural products for placement in national and foreign markets;

   Preparing INICC, IP’s annual and multi-annual activity plans;

   Ensuring the preparation of INICC, IP’s activity report;

   Monitoring the level of implementation of the activity plan and other indicators, and proposing corrective measures when necessary;

   Ensuring the dissemination and application of planning methodologies and plan control issued by competent bodies;

   Coordinating with other entities in the collection, processing, and analysis of statistical information on the cultural and creative industries, in order to provide the information required for planning the development of the sub-sector;

   Keeping the register (cadastre) of the cultural and creative industries up to date;

   Mobilising partnerships with the international community for technical and financial assistance in implementing projects and programmes in the cultural and creative industries;

   Strengthening funding sources by ensuring the mobilisation of funds to sustain the development of the cultural and creative industries.
